In my naivete, I was surprised to find out how much of a hodge podge sports development is in this country, with no clear overall objective. It appears to be driven as much by policies designed to keep trouble makers off the street as by desires to improve health (and decrease the burden on NHS) as it is is by the need to produce sporting champions or simply provide recreation facilities. Certainly reinforced my opinion that to date most of our great sporting champions have been produced DESPITE the system rather than because of it.
